The Human Capital Office is committed to ensuring that our data systems are capable of providing accurate and timely data. The Human Capital Information Technology Portfolio includes three strategic capabilities, encompassing three data applications:

The Defense Medical Human Resources System-internet, DMHRSi, is an enterprise resource planning system, which supports five key human capital functions: manpower requirements, personnel assignments, labor cost accounting, education & training and military readiness. The first three functions were fully implemented across the Military Health System in September 2009. Work continues to fully implement the remaining functions.

Military Health System Learn, MHS Learn, is a web-accessible host for medical education and training courses. There are 165,000 users registered in MHS Learn with access to over 2200 courses. Partnering with the Veteran’s Administration (VA), MHS Learn is currently hosting courses for VA health care professionals.

Workload Management System – Nursing, WMSN, is a workload scheduling system used by nursing staff for inpatient units. Using patient acuity metrics and standards, WMSN determines the number of nursing staff required, by shift.

Current initiatives and accomplishments:

Standard Titling for Civilian Medical Positions:
As a result of intense scrutiny by high-level DoD officials, political leaders, media, etc. in regard to the shortage of mental health providers, the Human Capital Office initiated a project to standardize civilian position titles across DoD for all health care occupations.  Standardization will provide consistency for reporting, congressional inquiries, etc. and will enable us to extract accurate data from automated personnel systems by program/specialty title. 

Phase 1 of the project has been to identify and standardize titles for the four mental health occupations; psychiatrist, psychologist, social worker and mental health nurse.  To date, the titles and specializations have been identified and defined. 

We are currently working with staff to develop system change requests in the  Defense Civilian Personnel Data System (DCPDS ) to create drop-down menus so that titles will be entered consistently.  Policy mandating use of these titles will follow.

Phase 2 of the project will include standardization of a number of additional health care occupations that have not yet been identified.
