OCIO Rising Stars

Wayne Speaks

There are many outstanding individuals within the various levels of the Department of Defense, Military Health System, and here, in the Office of the Chief Information Officer. It brings me great pleasure when the work that you do is formally recognized.

Such is the case with Tri-Service Infrastructure Management Program Office’s Wayne Speaks and Defense Health Services Systems’ Narinder (Nick) Saund.

Speaks and Saund were recently awarded Federal Computer Week Rising Star awards for their contributions to the military health information technology environment.

Speaks serves as Deputy Program Manager for the TIMPO Office, which manages a secure, robust and standards-based infrastructure to support standard automated information systems deployed throughout the MHS, including the military’s electronic health record. He was recognized for his oversight in directing the development and execution of a $200 million per year information technology program, implementing a daily process to assess performance of mission critical MHS applications and the communications and computing infrastructure components that support them and for establishing a MHS Service Center ahead of schedule and within budget.

Saund is a chief technology officer for DHSS, whose products help detect and contain the spread of disease, manage the delivery of drugs and medical supplies, and track billions of dollars annually in health care services to more than 9.6 million beneficiaries around the world. He was recognized for his leadership in the design, development, budgeting and implementation of global enterprise information technology solutions for the MHS.

Speaks and Saund’s extraordinary work was recognized by Federal Computer Week. The FCW Rising Star awards honor up-and-coming government and industry employees who are making a substantial mark in the federal information technology community. This year's judges selected 24 individuals for the award from more than 100 nominations.

Federal Computer Week will formally honor Speaks and Saund at the Government Computer News Gala in October.
