We in the Military Health System believe in preserving and enhancing a quality, safe, and satisfying healthcare experience for the personnel and patients in our community. Just as a city or county relies on comprehensive planning and approval processes to ensure that developments effectively serve the needs of citizens, the Military Health System Defense Business Transformation (MHS DBT) program provides a framework to enhance the planning and approval processes for our medical information technology (IT) business solutions.

In the context of Defense Business Transformation, transition planning begins when analysis of investments is complete and mission and DoD objectives are clearly described in architecture and applied in an investment strategy.
