Our History

In 1992, Congress funded a project to educate military treatment facility (MTF) commanders, TRICARE Regional Offices and senior staff members had for the administrative requirement of command. Under guidance from the Department of Defense (DoD), there were a series of studies and a joint service core curriculum was developed. It's used as a guide for curriculum developers and planners to assure the original congressional intent is satisfied. The LEADS administers the program.

1991 Congress passed the DOD Appropriations Act of 1992, which required demonstrated professional administrative skills by prospective MTF commanders as a condition for funding.
December 18, 1991

Deputy Secretary of Defense tasked the Assistant Secretary of Defense for Health Affairs (ASD[HA]) to implement the legislation.

February 1992

ASD(HA) assembled a task force that identified a set of 34 executive administrative competencies required of MTF commanders.

January 1993

Deputy Assistant Secretary of Defense office requested an assessment of existing executive medical education programs.

June 23, 1993 DOD Inspector General's office published their results after evaluating the existing executive medical education programs

August 26, 1993

ASD(HA) appointed the Commander of the Army Medical Department Center and School (AMEDDC&S) to be the executive agent for implementing an Executive Skills program.

August 10, 2014  JMESI became part of the Defense Health Agency.
September 29, 2017 JMESI was renamed to become Leadership, Education, Analysis, Development, Sustainment (LEADS)
