Cary Harbaugh, director of Care Coalition at U.S. Special Operations Command (USSOCOM), represented the host of the second annual Warrior Care in the 21st Century Symposium as he welcomed attendees to MacDill Air Force Base on October 25, 2016 in Tampa, Florida. Speaking on behalf of Gen. Raymond A.
