Science and Technology Enterprise Integration Division

The Science and Technology Enterprise Integration Division supports the Research and Engineering Directorate in discovering and developing innovative medical solutions for combatant commands, the military services, and the Military Health System. STEID helps to improve the operational and medical readiness of the force and deliver evidence-based health care policy and clinical practice recommendations.  

STEID manages and oversees the Defense Health Program Research, Development, Test, and Evaluation appropriations for science and technology on behalf of the Office of the Secretary of Defense for Health Affairs. The Science and Technology Portfolio Management Branch and Operations and Analytics Branch centralize the management of DHP S&T investments that support the operational forces. 

The Military Health System Research Branch generates critical evidence and actionable insights about health care costs, quality, variation, and outcomes in the MHS. The National Museum of Health and Medicine inspires public interest in and promotes the understanding of medicine—past, present, and future. 

 Science and Technology Portfolio Management Branch 

STEID’s S&T management model has evolved and improved over time. Current and planned S&T reforms will align Joint requirements to investment strategies to drive medical solutions and improve technology transition and end-user coordination. Establishing Strategic Research Plans with Portfolio Managers responsible for multi-year planning and budgeting is a key component of this approach. These plans serve as a critical tool for aligning investments to military medical priorities. SRPs will be developed for the following research areas:

 Operations and Analytics Branch

O&A supports the overarching functions of STEID that span across the MHS. This requires coordination outside of the S&T enterprise and includes implementing OASD(HA) and R&E policy and guidance, accounting for return on investment, and tracking and oversight. O&A supports the following activities:

  • Financial Management: Oversee, coordinate and report DHP Guidance for Development of the Force and Restoral S&T funding execution
  • Strategy and Investment Planning: Develop integrated investment strategies for DHP S&T aligned to Joint requirements
  • Tasker Management: Coordinate, track, report, and formulate responses for taskers from Congress and other OSD, interagency and Executive Branch entities
