GME Program Director, Defense Health Agency
U.S. Army Col (Dr.) Jillian F. Phelps is the Defense Health Agency Director of Graduate Medical Education. She provides leadership and guidance while overseeing all Military Health System GME. She works with MILDEP Medical Departments to provide standardized, enterprise-wide GME physician education opportunities. In coordination with the Service GME Directors, she assists the Deputy Assistant Director for Medical Affairs with responsibility for policy, procedures, and direction of GME throughout the MHS. On behalf of the DAD-MA, COL Phelps coordinates with the GME Designated Institutional Officials and Program Directors at the GME consortiums and military medical treatment facilities to offer residencies and fellowships to military medical officers.
Col. Phelps received her Bachelor of Science in Biochemistry and Bachelor of Arts in Chemistry from the Virginia Polytechnic Institute and State University (Virginia Tech), Blacksburg, VA. She commissioned to active reserve in 2004 to attend the F. Edward Hebert School of Medicine at Uniformed Services University of the Health Sciences, Bethesda, MD. She earned her Medical Degree and commissioned to active duty in 2008. She completed her Transitional Year internship at Madigan Army Medical Center, Joint Base Lewis-McChord, WA in 2009. Col. Phelps completed her residency in Emergency Medicine at Madigan Army Medical Center, Joint Base Lewis-McChord, WA in 2013. She completed a fellowship in Austere and Wilderness Medicine at Madigan Army Medical Center, Joint Base Lewis-McChord, WA in 2014.
Col. Phelps deployed to the 21st Combat Support Hospital in Bagdad, Iraq, as a staff Emergency Medicine provider. She subsequently went forward in support of the Western Mosul clearance as part of a three-person Damage Control Surgical team.
Col. Phelps served as Battalion Flight Surgeon for 277th Aviation Support Battalion with 10th Combat Aviation Brigade at Fort Drum, NY. She served as Brigade Flight Surgeon for 16th Combat Aviation Brigade at Joint Base Lewis-McChrod, WA. She served as the Director of the Andersen Simulation Center while assigned as a Modified Table of Organization and Equipment Assigned Personnel for the 47th Combat Support Hospital, Joint Base Lewis-McChord, WA. Col. Phelps served as Program Director for Emergency Medicine Residency Program and Deputy Director of Medical Education at Madigan Army Medical Center, Joint Base Lewis-McChord, WA.
Col. Phelps is board certified with American Board of Emergency Medicine. She is an assistant professor at USUHS, Bethesda, MD, and a clinical assistant professor at Baylor University, Waco, TX. She has numerous publications, was the invited speaker for more than 30 international and national conferences, has ten years of leadership in medical simulation, and has represented medical education on hospital Process Improvement, Patient Safety, Risk Management, and Ethics committees.
Col. Phelps is a dedicated educator and Army physician. She has received numerous awards, including US Army EM Physician of the year, F.M. Burkle MD Teacher of the Year, the inaugural Madigan Graduate Medical Education Wergeland Recognition Award, American Academy of Emergency Physicians Program Director of the year, the Excellence in Emergency Medicine Award for the Government Services Chapter of American College of Emergency Physicians, and the Lieutenant Colonel Jospeh Munaretto Outstanding Educator Award.
Col. Phelps is a member of Association of Military Surgeons of the United States, Society for Simulation in Healthcare, American College of Emergency Physicians, American Academy of Emergency Medicine, and the Wilderness Medical Society.
