To assist MTFs in providing staff augmentation due to difficulties in filling open positions or personnel shortages to meet a given demand. ERSAs are resource sharing vehicles used by MTFs that allow for the placement of active duty and/or MTF civilian providers in network facilities to treat active duty and TRICARE beneficiaries. ERSAs only apply to providers.
