STARS is the annual mandatory records management training for Managed Care Support Contractors and eligible subcontractors supporting the Defense Health Agency (DHA). Registration for the course is limited exclusively to those Managed Care Support Contractor and subcontractor personnel designated by DHA as mandatory participants. All personnel wishing to register for the training must receive a formal invitation from DHA to be eligible.
